Blue & Erika - Okay, so they're both gym leaders so maybe they met through that - Blue is very intuitive so maybe he's one of the ones who is a bit suspicious of her? Like he just thinks that something is off. He would be polite to her and everything, though.

[SABRINA]

SABRINA & ERIKA
So! First off, I see Sabrina and Erika being good friends with each other. Maybe they've been close for a number of years? They could have met easily since they're both Gym Leaders in the same region. If they're close, Sabrina would naturally be protective over her and want to see her happy, healthy and safe like any other of her very few true friends. Sabrina would probably look to Erika as a sort of safe haven where she can be herself and not have to worry about any other pressures of the outside world. That said, she's not very knowledgeable about the whole idea of romance, though I think she would eventually develop feelings for Erika that aren't exactly... feelings you should be having for a friend! That would cause her to become a bit conflicted and confused since she doesn't know how to react at all to such feelings. It'd be fairly obvious at times when she's blushing and, yes, even stuttering around Erika. She'd eventually take some initiative and confess how she feels, but it'd take a bit of time. That and she'd probably be fearful of rejection. Aaaand that's how far I've gotten!

(Er, the problem is getting them to see each other any time soon, with Erika being sort of known as a spy now... Eh, we can find a way.) But yeah, I can see the two of them being friends, Erika probably jokes around with her a lot and finds her cute, but doesn't really let herself think about it until she starts seeing the signs... So yeah! <3

[Caleb]

Erika & Caleb

With her as the League's most wanted, it's only natural that they send their best to hunt her down. The way I see it is the League has tasked Caleb with tracking down Erika and putting an end to her "reign of terror" through any means necessary. He's definitely got a big enough reputation in the league that Erika knows exactly how powerful his team is and just how relentless he is when it comes to his work.

However, Caleb isn't stupid. He's seen the crime scene at the prison first hand and having read Erika's profile suspects that an unknown individual was responsible for the murders.

In the long run I like the idea of him slowly unraveling the truth behind what really happened at the prison. However this doesn't necessarily mean that he's going to treat her any differently then any other quarry. She's still with Team Ultimatum in his mind and that's enough to warrant her capture. However, Caleb does have a heart and I can't really see Erika as a person he'd want to be forced to hurt in any way. So he might be a way for her to get away from Team Ultimatum once she realizes just what their goals are.
