I'm assuming you mean on Black/White? I say don't start over, at least not yet. It took me awhile to beat the elite four too, and all of my Pokemon were level 46 to 48. Have you stocked up on revives and hyper potions/full restores? It's always good to have at least 10 of each to be on the safe side. Also, when you lose, don't shut off the game and start again without saving. This gives your Pokemon a chance to build up exp, obviously.
I must say that personally, this is the most difficult elite four I've ever faced. I was really close to giving up too, especially since my Pokemon seemed to be behind on leveling up, but I'm glad mine weren't the only ones according to you. ^^

My bro had the same issue! He couldn't beat the E4 for his life! (I ate Elite Four for Breakfast but... Only because he beat it first)
In Fire Red, I did things that I called "Dry Runs." I hadn't been able to beat the Elite Four, it was really hard for me (I wasn't using legendaries at all...). Yah see, you spend every penny you have on healing items, then challenge the Elite Four. Don't use the healing items! You'll lose eventually but you'll gain valuable experience and then you just rechallenge them and get better! I was pretty little when I first did this but it really helped me get my Dragonair to a Dragonite in Fire Red and all. If you don't want to lose, this could be a problem...
Other Option:
TM-ify your pokemon! The TM's are reusable, teach all pokemon Shadow Claw for Caitlyn and the ghost lady, Aerial Ace for Marshall, and Brick Break for Grimsley... A lot of your pokemon don't have that much variety in their moves, that's how my brother lost! He used a bit of both stradegies to finally win, this helped me win easier.
Or just watch some YouTube videos that use similar teams, that might work!

It's a fine make-up for a team for the Elite Four, but you're going to need to level up Ferroseed and Cubchoo. The other ones are at an okay level. Ferroseed would probably been able to wall both Grimsley and Marshall if you can level it up enough/Get up enough Iron Defenses/Potions (They only have Physical attacks). If you can, replace Razor Shell on Samurott since you don't really need three Water attacks (Aqua Jet is nice to have though). I'd replace Psywave with another Special Non-Psychic move if you can (A Reflect/Light Screen could be nice, or any Special attack to be honest. Also, I'm not sure when you get the Psychic TM, but replace Psybeam with it if you can.). At level 40, when Ferroseed evolves, it learns Power Whip. Replace Mirror Shot with it since Ferrothorn has bad Special Attack. If you can get to the move Relearner (Assuming you have Heart Scales or whatever), when Cubchoo evolves it can learn Superpower (Which is beast) from it. Lastly, if you can, have the move deleter remove Surf from Bouffalant since it has bad Special Attack. I guess I'd suggest Bulldoze or Rock Slide if you have it to replace it.

Don't start over, once you beat the elite four you get to one of the most climatic and exciting parts of the game! :D You're sooooo close!! Just keep at it, don't give up! If all else fails, grind your levels up on Victory Road (as horrible as that sounds, it is one of the only options) until you are strong enough and then you crush them. The wait will be well worth it.
